Improving the Medical Security System and Reducing the Resident Health Burden

目的:通过分析医疗保障体系及筹资构成,探究其与卫生总费用的关系,发现影响个人卫生负担的主要原因。方法:采用卫生费用来源法核算结果数据,基于近10年时间序列数据进行对比分析。结果:影响内蒙古地区个人卫生负担的主要因素是医疗保障体系不完善及其结构不合理。结论:进一步完善多层次社会医疗保障体系,加快商业健康保险发展步伐,有效降低居民个人卫生负担。

Objective: To explore the relationship between medical security system and total health expenditure by analyzing the composition of medical insurance system and financing, and to find out the main reasons affecting personal health burden. Methods: The data of total expenditure on health by source were used to compare and analyze the results based on the time series data of the past 10 years. Results: The main factors affecting the individual health burden in Inner Mongolia were the imperfection of medical security system and unreasonable structure. Conclusion: It should further improve the multi-level social medical insurance system, accelerate the development of commercial health insurance, and effectively reduce the individual health burden of residents.
