Analysis on the Current Situation of Health Human Resources in Tibet

摘要 目的:了解卫生人力资源配置的缺陷与不足,以期为西藏制定合理的卫生人力资源配置提供政策性建议。方法:利用PPS抽样方法在全区共抽取各类卫生机构98家,对卫生人员存量、人员分布、队伍结构、人员引进与流失情况进行分析。结果:被调查的各个机构卫生人力缺编情况比较严重,整体学历层次偏低,职称结构相对合理,人员引进数大于人才流失数。结论:西藏第六次国家卫生服务调查项目结果与相比,虽然西藏卫生人力资源总量有所增加,但卫生人力数量仍然不足,人才队伍结构没有得到根本性的改变,需要优化卫生人力资源配置。 Objective: To understand the shortcomings and disadvantages of the allocation of health human resources, so as to provide policy recommendations for the formulation of a reasonable allocation of health human resources in the future for Tibet. Methods: Sampling method-PPS was used to investigate 98 health institutions in all regions of Tibet. Based on the relevant survey data, the stock, distribution, team structure, personnel introduction and loss in Tibet in 2017 were analyzed. Results: The lack of health manpower in all the health institutions investigated was serious, the overall education level was low, title structure was relatively reasonable and the number of personnel introduced was larger than the number of loss. Conclusion: Compared with the results of the Sixth National Health Service Survey, although the total amount of health human resources in Tibet had increased further, the number of health human resources was still insufficient, and the structure of human resources had not been fundamentally changed, so it was necessary to optimize the allocation of health human resources.
