摘要
基于国家统计局东部、中部、西部和东北部四大经济地带的分类方式,从地方生均高等教育财政投入状况、地方政府对教育财政投入增长状况、地方落实《教育法》规定的"三个增长"情况、地方经济发展水平、高等学校相关影响因素五个维度构建指标体系,采用Cloud model对四大经济地带31个省份2001-2017年的8959个样本数据进行分析,量化地方高等教育经费投入强度及其等级状态,并提出完善地方高等教育经费投入强度的政策建议。
Based on the classification of the four major economic zones in the eastern, central, western and northeastern states of the National Bureau of Statistics, We will establish a system of indicators based on the financial input of local students to higher education, the growth of local government investment in education, the local implementation of the "three increases" stipulated in the Education Law, the level of local economic development, and the relevant factors affecting institutions of higher learning.The Cloud model is used to analyze the 8959 sample data of 31 provinces in the four economic zones from 2001 to 2017, and quantify the investment in local higher education. Intensity and its status, and put forward policy recommendations to improve the intensity of local higher education funding.
