摘要 政府采购支持消费扶贫通过灵活运用市场化机制,广泛动员全社会力量消费来自贫困地区和贫困人口的产品与服务,实现农副产品有销路、贫困农户就业有渠道,筑牢贫困农户脱贫致富的内生动力机制,赋能脱贫攻坚。消费扶贫与精准扶贫之间具有内在逻辑的一致性,是精准扶贫在新时代背景下的新实践。本文针对当前实施消费扶贫存在的困境,建议利用消费扶贫赋能脱贫攻坚,推动政府采购支持消费扶贫长效机制的构建,协调推进消费扶贫纵深实施。 By market mechanism, government purchase helps p overty-reduction consumption, encourages all people in the society purchase and consume those products and services from the poor area and poor people.There is a market for their agriculture products, a job for poor farmers. All these set up sound implicit mechanism for poor farmers to reduce their poverty and become richer and give them the capability to stand up in the society. There is an implicit logical consistence in consumption poverty-reduction and accurate poverty-reduction and it’s a practice of accurate poverty-reduction in new era. In response to current dilemma of consumption poverty-reduction, consumption can be used to fix this and promote government purchase being a long-term effective mechanism and further progress the practice.
