对党忠诚与建言行为:公职人员的“忠谏”之路

Loyalty and Voice of Civil Servant: Mediation and Moderation

习近平总书记在全国组织工作会议上指出:“贯彻新时代党的组织路线,建设忠诚干净担当的高素质干部队伍是关键。”忠诚是干部队伍建设质量的根本前提。根据“信仰—态度—行为”的内在逻辑,这里的忠诚可诠释为对党忠诚、组织忠诚和建言行为。论文聚焦三者之间的关系,借助“行为公共管理学”的研究视角,通过问卷调查法(N=409),探讨公职人员群体“忠”与“谏”之间的作用机制及其边界条件。结果发现:(1)对党忠诚正向作用于建言行为(组织建言和政策建言);(2)组织忠诚部分中介对党忠诚与建言行为的正向关系;(3)公共服务动机正向调节对党忠诚与政策建言、组织忠诚与政策建言的正向关系,其中,前者的调节是以组织忠诚为部分中介;(4)中庸价值取向正向调节对党忠诚与组织建言、政策建言的关系,这一调节亦通过组织忠诚的中介实现。基于这些结果,论文提出“忠而后谏”机制以及“公心促忠谏”与“中庸助忠谏”效应,以更好地理解中国场景下的公共组织建言行为规律。

General Secretary Xi Jinping pointed out at the National Organizational Work Conference that“the key to implementing the Party s organizational line in the new era is to build a loyal,clean,and responsible team”.Loyalty is therefore the fundamental premise for the quality of cadre team building.According to the general logic of“belief-attitude-behavior”,loyalty was divided into loyalty to the CPC(LCPC),organizational commitment(OC),and voice behavioral(VB).This study focused on the relationship between the three and their boundariesfrom the perspective of Behavioral Public Administration.Data were collected from Civil servants and MPAs located in China through a field survey(N=409).The results show that:(1)LCPC positively influenced VB,both Organizational VB and political VB.(2)OC partially mediated the relationship between LCPC and VB.(3)Public service motivation(PSM)positively moderated the relationship between LCPC/OC and political VB;the moderation of PSM functioned through the mediating effect of OC.(4)Zhongyong positively moderated the relationship between LCPC and VB;the moderation of Zhongyong functioned through the mediating effect of OC.The theoretical and practical significance of these findings is also discussed.
