在国家发展大局中重构粤港澳合作格局

Restructuring the Cooperation Pattern of Guangdong-Hong Kong-Macao in the Context of National Development

粤港澳合作是粤港澳大湾区建设发展的主旋律和主要机制。以往粤港澳合作的基本特点是以互补性为基础,形成以"前店后厂"为特征的生产链的纵向分工。发展到今天,粤港澳之间原有的互补性已经明显减弱,互补性合作格局赖以形成的宏观背景也发生了明显变化,需要在新的背景下重构粤港澳合作格局。提出了基于价值链的重构、基于空间的重构、基于战略愿景的重构等3种思考路径。重点建议在国家发展大局中,基于共同的发展愿景,实现优势整合、优势再创,从跨地经贸合作走向区域协同创新,从组织跨地生产链走向共建优质生活圈,从事项性合作走向构建要素流动的统一市场。

The cooperation of Guangdong, Hong Kong and Macao has guided the construction and development of the Guangdong-Hong Kong-Macao Greater Bay Area. In the past, cooperation of Guangdong, Hong Kong and Macao was based on a complementarity structure, forming a vertical division of labor in the production chain characterized by "front shop, back factory". Nowadays, the original complementarity among Guangdong, Hong Kong and Macao has been significantly weakened, inducing a significant change in the macro-background of the original complementarity. Therefore, it is necessary to conceptually reconstruct the cooperation pattern among Guangdong, Hong Kong and Macao in the new context. Three methods of reconstruction based on the reconstruction of value chain, space and strategic vision were proposed in this study. It is suggested that in the overall context of national development, Guangdong, Hong Kong and Macao should integrate and recreate their advantages based on a common vision of development. This may assist them to transition from a cross-border economic and trade cooperation to a regional synergic innovation;from organizing a cross-border production chain to building a high-quality life circle;and from event-based cooperation to the presentation of a unified market.
