公共租赁住房退出机制优化及管理模式研究——以辽宁为例

Study on the Optimization of Exit Mechanism and Management Model of Low-rent Public Housing

归纳和分析辽宁省公租房退出政策,指出公租房退出管理机制设计在申请资格动态评估、政策落实可行性、保障公平性、公租房退出激励惩罚机制等方面存在缺陷。然后,结合公租房退出机制设计应考虑的要素,提出建立辽宁省公租房退出评估机制、激励机制,完善惩罚、追踪与监督等辅助机制,在此基础上进一步优化公租房退出管理模式。

This paper summarizes and analyzes the exit policy of low-rent public housing in liaoning province,and points out that the design of exit management mechanism of low-rent public housing has defects in the application qualification dynamic evaluation,policy implementation feasibility,security fairness,incentive and punishment mechanism of exit of low-rent public housing.Combining with the factors that should be considered in the design of public rental housing withdrawal mechanism,proposes to establish the exit evaluation mechanism and incentive mechanism of low-rent public housing in liaoning province,improve the auxiliary mechanisms included punishment,tracking and supervision,and further optimize the exit management mode of low-rent public housing.
