摘要
质量管理体系在满足符合性的基础上向有效性转变是一个组织质量管理体系建设的重点。目前,质量管理体系建设的有效性多通过第三方认证或自我评价,属于体系审核而进行的定性评价。论证了统计技术用于评价体系有效性的必要性。以采油厂外销(输)原油有机氯含量为例,介绍了运用统计技术判定过程稳定或能力是否充分的方法、步骤。结合油田企业实际,提出了改进建议,有助于实现审核技术与统计技术的有机结合,不断提升体系的有效性。
The transformation of quality management system from compliance to effectiveness is the focus of the construction of an organization's quality management system.At present,the evaluation of the effectiveness of quality management system is mostly third-party certification or self-evaluation,which belongs to the qualitative evaluation in system audit.This paper demonstrates the necessity of using statistical technology to evaluate the effectiveness of quality management system.Taking the organic chlorine content of exported(transported)crude in oil from oil production plants as an example,the method and steps of using statistical technology to determine whether the process is stable or the ability is adequate are introduced.Combining with the actual situation of oilfield enterprises,some improvement suggestions are put forward,which will help to realize the organic combination of audit technology and statistical technology,and constantly improve the effectiveness of the quality management system.
