云平台下大型精密仪器共享的制约因素探究

Research on the Constraints of Sharing Large Precision Instruments on Cloud Platform

在学习国家对大型科研仪器的开放共享、云平台建设的相关政策基础上,针对当前大型精密仪器共享率低的问题,分析了制约大型精密仪器共享的四大因素:多重趋避冲突导致的认知局限、新平台下共享需求与共享实践暴露的管理滞后、大型精密仪器高专业性与高成本等导致的经济因素、相关技术人员的边缘化问题,并对这四大因素一一提出多渠道宣传激励、多部门联动创建、多维度完善建设、多方位关照提升的针对性建议。

On the basis of studying the relevant policies and significance of opening and sharing of large-scale scientific research instruments and cloud platform construction,aiming at the problem of low sharing rate of large-scale precision instruments at present,four factors restricting the sharing of large-scale precision instruments are analyzed:(1)cognitive limitation caused by multiple avoidance conflicts,(2)lagging management of sharing demand and exposure of sharing practice under new platforms,(3)the economic factors caused by the high professionalism and high cost of large-scale precision instruments and(4)marginalization of related technicians.Targeted suggestions for these four factors are submitted:multi-channel publicity and incentives,multi-department linkage establishment,multi-dimensional improving construction,and multi-faceted care and promotion.
