Analysis on the Unfeasibility of "Zero Inventory" Archives——Discussion with Han Feng and Guan Dongcheng

《论“零库存”档案馆》一文具有一定的启发性和创新性,但也存在着认识偏颇和理想化倾向。文章针对二位作者关于“零库存”档案馆可行性的分析和“零库存”档案馆模式的设计,结合档案管理的实际情况,从“零库存”档案馆的设想不科学、“零库存”档案馆的可行性依据不适用以及“零库存”档案馆设计的不合理三个方面进行商榷,认为“零库存”理念在档案管理中不可行。

The article on the Zero inventory Archives is instructive and innovative,but it also has the tendency of cognition bias and idealization.In view of the two authors'analysis of the feasibility of"zero inventory"archives and the design of"zero inventory"archives model,combined with the actual situation of archives management,this paper discusses the"zero inventory"archives from three aspects:the unscientific assumption of"zero inventory"archives,the inapplicability of the feasibility basis of"zero inventory"archives and the unreasonable design of"zero inventory"archives,and holds that the concept of"zero inventory"is not feasible in archives management.
