The Government Procurement Should Give Priority to Domestic Products

随着经济的增长,政府采购规模不断扩大,对社会的调控作用也日益凸显。政府采购保护国货是国际中通用的原则,对于进口产品则应该进行必要地限制。论文从资金来源、技术创新、宏观调控和国际惯例四个角度论述了政府采购应该优先选择国货谨慎购买进口产品的原因,并讨论了目前优先选择国货原则实施过程中存在的问题,提出了相应的解决措施。

With the economic growth,the scale of government procurement continues to expand,and the regulatory role of government procurement in society is increasingly prominent.It is a general principle in the world to protect the domestic products by government procurement,and it is necessary to restrict the imported products.This paper discusses the reasons why the government should give priority to the domestic products and buy the imported products carefully from the four perspectives of capital source,technological innovation,macro-control and international practice,discusses the problems existing in the implementation of the principle of giving priority to the domestic products,and puts forward the corresponding solutions.
