On Reform of the U.S. Defense Intelligence Top-level Management Positions after "9.11"

[目的/意义]情报管理是情报机构及其工作正常运转的纽带和基础,是情报效能充分发挥的保障。而在此方面,美国防部在设立、调整国防情报顶层管理职位以强化完善国防情报管理方面拥有着十分丰富的经验和相当深厚的积累,值得我们借鉴学习。[方法/过程]贯彻系统研究法和比较研究法,综合运用了“9·11”事件后美国军事转型和情报改革的相关知识以及管理学的相关理论,全面、系统地剖析了“9·11”事件后美国防情报顶层管理职位改革的背景、改革的主要内容,并进而分析了改革的主要成效和不足。[结果/结论]改革后,美国防部设立负责情报事务的副国防部长一职充任当前的国防情报顶层管理职位,该职位通过掌握关键权力、灵活设计结构、与国家情报总监进行协调,使美国防情报管理得到强化和完善。

[Purpose/Significance]Intelligence management is not only the liaison and basis of intelligence organizations and their normal operation,but also the guarantee for the full demonstration of the effect of intelligence.The U.S.Department of Defense has extremely rich experience and profound accumulation in the aspects of establishment and adjustment of the defense intelligence top-level management positions to strengthen and perfect the intelligence management,which is worthy of learning by China.[Method/Process]Using the methods of system research and comparative study,combining the related knowledge of U.S.military transformation and intelligence reform after the"9.11"and the related management theories,the research carries out a whole round and systematic analysis on the background of the reform on the defense intelligence top-level management positions by the U.S.Department of Defense after the"9.11"and the main contents of the reform,and then it also conducts further analysis on the main achievements and deficiencies of the reform.[Result/Conclusion]After the reform,the U.S.Department of Defense established the defense intelligence top-level management position of the current defense intelligence,Under Secretary of Defense for Intelligence,with the position power of controlling critical power,designing structure flexibly,and coordinating with the Director of National Intelligence,the U.S.defense intelligence management is strengthened and completed.
