构建一体融合的情报界——2019年版《美国国家情报战略》解读

Constructing an Integrated Intelligence Community: Analysis of the National Intelligence Strategy of the United States of America 2019

[目的/意义]《美国国家情报战略》至今已发布四版,其出台和更新为美国初步构建起一体完整的情报战略体系提供了重要战略设计,美国以战略指导国家情报工作建设的做法,对我国在相关领域的建设具有重要借鉴意义。[方法/过程]归纳总结新版情报战略的出台原因和主要内容,分析研究战略体现的新旧特点,在此基础上提出对我有益启示。[结果/结论]《美国国家情报战略》的出台与不断更新,有力地影响了美国情报界的发展方向,体现出美国国家情报工作的战略设计和指导能力,使得美国情报工作日益朝着更加一体化、专业化和精细化方向迈进,使得美国情报界能以一个一体融合的整体应对安全威胁,充分履行情报界在维护国家安全方面的职能。

[Purpose/Significance]The U.S.has released four versions of national intelligence strategy so far,and its introduction and updating have provided important strategic design for the U.S.to initially construct a comprehensive and integrated intelligence strategy system.The practice that the U.S.guided the construction of national intelligence through strategy has important reference significance for China’s similar effort in related fields.[Method/Process]The research summarizes the reasons and main content of the new intelligence strategy,analyzes the old and new characteristics of the strategy,and provides useful ideas for China on this basis.[Result/Conclusion]The introduction and continuous updating of the U.S.national intelligence strategy has effectively influenced the development direction of the U.S.intelligence community,and reflected the strategic design and guidance capabilities of the U.S.national intelligence work.It has made the U.S.intelligence move toward a more integrated,specialized and segmented direction,and enabled the U.S.intelligence community to integrate as a whole,so that they can respond to security threats and fulfil the obligation of maintaining national security.
