浅谈基层HSE管理体系的推进

健康、安全与环境管理体系(HSE)是国际石油石化行业推行的通用管理体系,是目前较为先进和科学有效的管理方式。它通过整体和全过程来考虑系统的安全管理问题,并且用系统的管理思想,推崇健康、安全与环境一体化管理的现代模式,为企业实现科学化、规范化、标准化的管理与可持续发展提供了一个结构化的运行机制。在继续推进和实施HSE管理体系的过程中,为保证其更好地在基层中发挥实效,应该将完善HSE体系制度,提高执行力,提高企业效益和市场竞争能力作为重点。

Health,Safety and Environmental Management System(HSE)is a general management system promoted by the international petroleum and petrochemical industry.It is a relatively advanced,scientific and effective management method.It considers the safety management problems of the system through the whole and the entire process.And it advocates the modern mode of integrated health,safety and environment management with the systematic management thoughts,providing a structured operating mechanism for the scientific,normalized and standardized management and sustainable development of enterprises.In the process of promoting and implementing the HSE management system continuously,it is necessary to focus on the perfection of the HSE system,enhancement of implementation capacity,improvement of enterprise efficiency and market competitiveness in order to ensure that the HSE management system is more effective at the grassroots level.
