油田重复性、习惯性违章问题整治

RECTIFICATION OF REPEATED AND CHRONIC ILLEGAL OPERATION AT OILFIELDS

对企业而言,安全工作“重点在基层、要害在岗位”,基层基础永远是安全管理的重心。有关资料表明:90%的事故都是由于基础管理混乱、存在大量重复性、习惯性违章问题,而隐患治理不到位所致。分析了某油气田企业重复性、习惯性违章问题发生的根源,并提出了相应的建议,以预防此类问题的发生。

For an enterprise,the focus of safety work is in its grass roots and the key is on its posts.The basic level is always the emphasis of safety management.Without a solid foundation,safety in operation will not be guaranteed.Relevant data show that 90 percent of the accidents are caused by disorganized management at the basic level,plenty of repeated and chronic illegal operation and incomplete rectification of hidden risks.Chronic and repeated illegal operation can hardly be rooted out,and it has always been a difficulty in safety management.How to contain the re-occurrence of the problem and eliminate the chronic illegal operation is the research focus of this paper.
