陕西省东庄水利枢纽工程农村房屋补偿标准测算方法研究

Study on the Calculation Method of Rural Houses Compensation Standard for Dongzhuang Water Control Project in Shaanxi Province

房屋补偿是水利水电工程移民安置规划投资概算的重要组成部分,与移民的切身利益紧密相关。但农村房屋的修建具有无图纸、户型选择随意、建筑材料价格和人工费不统一的特点,给设计单位合理制定房屋补偿标准带来一定困扰。以东庄水利枢纽工程为研究对象,通过对农村砖混结构房屋典型测算的工作组织、调查对象的选取、调查内容和方法、建筑工程造价测算以及成果提交等进行探讨,总结出具有透明度高、操作性强的工作方法,有效避免移民获得房屋补偿费却盖不起房子的情况发生。探讨结果可起到移民信服、有据可依,利于搬迁,减少各方争议的作用。

The housing compensation is an important part of the investment budget of the resettlement plan for water conservancy and hydropower projects,and is closely related to the vital interests of immigrants.However,the construction of rural houses has the characteristics of no drawings,free selection of houses,non-uniform construction materials prices and labor costs,which have caused some difficulties for the design units to make reasonable compensation standards for houses.Taking Dongzhuang Water Control Project as the research object,through the discussion of the typical organization of the calculation of rural brick-concrete structure houses,the selection of survey objects,the investigation content and methods,the construction project cost calculation and the submission of results,it is concluded that the transparency is high.The operational method is very effective,so as to prevent the immigrants from obtaining housing compensation fees but not covering the house.The results of the discussion can serve as immigrants convictions,evidence-based,and easy to relocate,reducing the role of disputes.
