基于TOPSIS的朝阳市水安全评价

Evaluation of Water Security in Chaoyang City Based on TOPSIS

朝阳市水资源短缺,水安全影响社会经济发展,进行水安全评价工作是必要的。分析朝阳市水安全系统,以水足迹出发,建立水源、供水系统、用水、生态环境四大子系统相互支撑、作用,水源和供水系统是水安全的基础支撑,用水是驱动力,生态环境是响应,并以此构建18个指标的多指标分级评价体系;采用TOPSIS理想点法分析朝阳地区水安全状态,结果表明:①2005年水安全状态为警戒安全,2007、2009、2011、2013年水安全状态为较安全;②朝阳市水安全良性发展,水资源短缺的自然因素一直制约水安全发展,经济、人口的发展是水安全系统不安全的直接压力,但近些年技术更新、环境整治等措施为水安全状态良性发展做出较好贡献。

The water resources were of shortage in Chaoyang city,and water security affects social and economic development.So evaluation of water security was important.In order to analyze the water security system in Chaoyang,this paper establishes four subsystems of water source,water supply,water use and ecological environment based on water footprint to support and act with each other,among which,both water source and water supply engineering were the basic support,water use was the driving force,and ecological environment was the response,constructs a multi-index grading evaluation system with 18 indexes,and adopts TOPSIS to analyze the status of water security in Chaoyang.The results show that①the water security status was vigilantly safe in 2005,and was relatively safe in 2007,2009,2011 and 2013;②the water security in Chaoyang was of benign development,water shortage as natural factors restricts the development of water security.The development of economy and population was the direct pressure of unsafe water security system.However,in recent years,technological innovation and environmental improvement,etc.have made good contributions to the benign development of water security.
