扩大人民币跨境使用的路径选择与政策建议——以津巴布韦为例

Path Selection and Policy Recommendations for Expanding Cross-Border Use of RMB——A Case Study of Zimbabwe

随着"一带一路"建设向高质量发展深入推进,我国对外贸易与投资规模不断扩大,跨境人民币结算需求快速增长。一方面,"一带一路"建设为人民币国际化提供了重要路径,为拓展人民币职能搭建了良好平台;另一方面,人民币国际化也为"一带一路"建设提供了强有力的支撑。本文以"一带一路"非洲重要支点国家--津巴布韦为例,分析了扩大人民币在津广泛使用面临的机遇与挑战,结合中津共建"一带一路"实际,研究提出扩大人民币在津使用的现实路径:第一,短期增量,通过有担保的人民币贷款增加货币流动性;第二,中期增量,逐步扩大贸易与投资增加人民币供给,以对津形成相对稳定的人民币流动性供给。最后研究提出扩大人民在津使用的政策建议。

With the construction of"The Belt and Road"to high quality development,China’s foreign trade and investment scale has continued to expand,and the demand for cross-border RMB settlement has grown rapidly.On the one hand,the construction of "The Belt and Road"provides an important path for the internationalization of the RMB and provides a good platform for the expansion of the RMB function.On the other hand,the internationalization of the RMB has also provided strong support for the construction of"the Belt and Road".Taking Zimbabwe as an example,an important fulcrum of Africa in the"the Belt and Road"as an example,this paper analyzes the opportunities and challenges of expanding the RMB’s extensive use in Zimbabwe,and combines the reality of"The Belt and Road"between China and Zimbabwe to study the realistic path of expanding the use of RMB in Zimbabwe:First,short-term increments,increase monetary liquidity through secured RMB loans;second,medium-term increments,gradually expanding trade and investment to increase RMB supply,in order to form a relatively stable supply of RMB liquidity to Zimbabwe.The final study proposes policy recommendations which can expand the use of RMB in Zimbabwe.
