摘要 环渤海地区是中国水资源短缺最严重的地区之一,也是中国发展淡化工程最为集中的地区。从海水淡化发展规模、技术应用情况、淡化水用途等方面系统总结环渤海地区海水淡化发展现状;结合该地区水资源形势,分析海水淡化发展前景;针对区域产业结构,提出四种海水淡化发展模式:海水淡化市政供水、"点对点"供水、海水利用循环经济和海岛供水;从海水淡化纳入水资源统一配置、加大关键技术的研发力度、拓展投融资渠道、完善海水淡化标准体系、建设水权市场制度等5个方面提出了政策建议。 The Bohai Coastal Region is one of the regions with the most serious water shortage in China, and it is also the region with the most concentrated development desalination projects in China. This paper systematically summarizes the development status of seawater desalination in Bohai Rim from the aspects of development scale, technology application and desalination water use, analyses the development prospects of seawater desalination based on the situation of water resources in this area, and puts forward four development modes of seawater desalination according to the regional industrial structure: municipal water supply of seawater desalination and "point-to-point" water supply, recycling economy of seawater utilization and island water supply. Policy suggestions are put forward from five aspects: bringing seawater desalination into the unified allocation of water resources, intensifying research and development of key technologies, expanding investment and financing channels, improving the standard system of seawater desalination, and building the market system of water rights.
