Entrepreneurial Quality and China’s Economic Growth Quality: An Empirical Analysis Based on Provincial Panel Data

基于2000—2016年中国省际面板数据,从效率、结构、稳定、环境、民生、分配等6个维度构建衡量地区经济增长质量的指标评价体系,然后实证考察了创业质量对经济增长质量影响的影响。研究结果表明:创业质量提升可以显著增加经济增长效率,促进产业结构升级,推动绿色发展水平,提高社会福利水平。不过,创业质量提升也一定程度降低了收入分配公平性。最后,在各种效应综合影响下,创业质量显著提升了综合经济增长质量。在新时期,决策者应不断优化营商环境,加强金融、人才、土地等要素保障,通过高质量创业带动经济增长质量提升。此外,决策者也要注重完善产业、社会保障等配套政策,避免新创产业发展对传统产业的冲击影响部分中低收入群体,从而推动经济平稳转型和高质量发展。

Based on provincial panel data from 2000 to 2016,an indicator evaluation system is constructed measuring the quality of regional economic growth from six dimensions:efficiency,structure,stability,environment,people's livelihood and distribution.Then it conducts empirical researches on the impact of entrepreneurial quality on the quality of economic growth.The research results show that the improvement of entrepreneurial quality can significantly increase the efficiency of economic growth,promote the upgrading of industrial structure,drive the standard of green development and improve the level of social welfare.However,entrepreneurial quality weakens the fairness of income distribution to some extent.Finally,under various combined effects,entrepreneurial quality can significantly improve the quality of comprehensive economic growth.?In the new era,government policymakers should improve the business environment,strengthen the guarantee of factors such as finance,talent and land,and promote the quality of economic growth through high-quality entrepreneurship.In addition,policymakers should also pay attention to improving supporting policies such as industry and social security,avoid the impact of the development of new industries on the traditional industries,and promote steady reform and high-quality development.
