The system of people's livelihood security and social governance is one of the important theoretical innovations of the Fourth Plenary Session of the 19th CPC Central Committee,and also a new development of the previous social construction and social system theory.Its core function is to stimulate social vitality and maintain social order,improve the quality of people's livelihood and release the efficiency of social governance by coordinating the interest relationship,and constantly evolve in the pattern of maintaining people's livelihood interests.The vision of the people's livelihood security and social governance system with Chinese characteristics is to establish and improve various institutional mechanisms related to people's livelihood,comprehensively realize the modernization of the governance system and governance capacity,and consolidate and demonstrate the superiority of socialist system.
