摘要
目前,我国已初步形成与社会主义市场经济体制相适应的军人优待体系,但仍存在公平性和激励性双不足、军人优待政策内容范围相对狭窄、部分军人优待政策规定较为粗疏、军人优待政策在实践中难以落实等现实问题。应尽快找准军人优待定位,在确立“普惠性”和“特殊性”相结合、“政府主导”和“多方参与”相结合以及公平性、分类优待等发展原则的同时,进一步明确军人优待方式和具体项目,建立全国基本军人优待制度、统一优待凭证,完善政府和社会共同承担军人优待义务机制,军地联动共同促进军人优待政策落实落地。
At present,China has initially established a system of preferential treatment for servicemen in line with the socialist market economy.However,the preferential treatment system for servicemen still has some practical problems,such as the lack of fairness and incentive,the relatively narrow scope,the relatively crude provisions,as well as the difficulty in implementing those preferential treatment policies in practice.In this regard,China should find out the orientation of preferential treatment for servicemen as soon as possible.While establishing the development principles of universality and selectivity,the combination of government-led and multi-party participation,as well as the development principles of fairness and classification,China should further clarify preferential treatment and specific items for servicemen,establish a nationwide system of preferential treatment for servicemen and unify preferential treatment vouchers,and improve the mechanism by which the government and society share the obligations of preferential treatment for them.In the meanwhile,we should implement military-local authorities’linkage to jointly promote the implementation of preferential treatment policy for servicemen.
