新时期粮食供需平衡态势与粮食安全对策——以浙江省嘉兴市为例

The Situation of the Balance between Grain Supply and Demand in the New Period and Countermeasures of Food Security——A Case Study on Jiaxing, Zhejiang

粮食安全问题在不同时期有着不同的特征。新时期嘉兴粮食安全目标,应满足本市居民对粮食需求与膳食营养的需要。在对嘉兴市粮食供需平衡状况与特征分析基础上,就嘉兴市中长期粮食安全进行了研判与分析,针对粮食安全面临的问题,提出保障嘉兴市粮食安全的建议:落实粮食安全责任制,建立健全保障网络体系;稳定粮食种植面积,提高粮食生产能力;推进粮食种业发展,提高粮食经济效益;加强产销对接协作,稳定市场供应保障能力;完善粮食储备调节体系,加强粮食市场监管;加强行情预警监测,建立粮食安全舆情监管机制。

Food security has different characteristics in different periods. The object of food security for Jiaxing in the new period is to meet the residents’ food demands and nutrition needs. Based on the analysis of the situation and characteristics of the balance between grain supply and demand, this paper studies the mid-and long-term food security in Jiaxing, and puts forward suggestions for ensuring food security considering the problems faced by Jiaxing: to implement the responsibility system of food security and establish sound support system;to stabilize the area for grain planting and improve the grain productivity capability;to promote the development of seed industry and enhance the efficiency of grain economy;to strengthen the connection and collaboration between production and market and stabilize the support ability of supply;to improve the regulation system of grain reserve and grain market regulation;to enhance the early warning and monitoring of the market and set up monitoring mechanism of public sentiment of grain security.
