洪涝灾害严重威胁人民群众的生命财产安全,构建洪涝灾害监测预警体系,能够有效地减少洪涝灾害造成的损失。文中根据长春市双阳区的实际情况,构建双阳区洪涝灾害监测预警体系,构建内容为调查评价、自动监测系统、监测预警决策平台、预警设施设备及群测群防等5个方面。建成之后,有效增多预警方式、全面提升监测预警时效性,实现洪涝灾害监测防御一体化,为双阳区的洪涝灾害防御提供全面的技术基础支撑。

The flood disasters seriously threaten the lives and property of people. To build the flood disaster monitoring and early warning system could reduce these losses. According to the actual situation of Shuangyang District in Changchun City, the flood disaster monitoring and early warning system is built. The system has 5 aspects, investigation and evaluation, auto monitoring system, monitoring and early warning decision platform, facilities and equipment for early warning, group measurement and guard against. After the completion, the system can increase the early warning methods, comprehensively improve the timeliness of the monitoring and early warning, and realize the integration of flood disaster monitoring and defense, which could provide comprehensive and basic technical support of flood disaster defense for Shuangyang District.
