我国冰雪运动小镇建设中的政府激励工具研究

Government Incentive Tools in Construction of Ice and Snow Sports Towns in China

运用文献资料、专家访谈、问卷调查、逻辑分析等方法,探讨政府激励工具在我国冰雪运动小镇建设中扮演的角色,以及在引导和推动政策和资本注入方面起到的重要作用。通过在小镇建设的前期积累、申报、运营、评估等阶段使用规范纠偏、典型引领、服务支撑、组织保障类激励工具,优化建设过程中的政治、经济、社会、技术等外部环境因素,实现激励目标,从而更好地作用于冰雪运动小镇建设。

This study use such methodologies as literature research, expert interviews, questionnaires,logic analysis and others to explore the role of government incentive tools in the construction of snow sports towns in China, and the important role in guiding and promoting policy and capital injection. Through the use of such incentive tools as normative correction, typical guidance, service support and organizational support in the early stage of accumulation, declaration, operation and evaluation of town construction, the government optimizes the external environmental factors such as politics, economy, society and technology to stimulate town construction and help lay a better foundation for the construction.
