巴中革命老区实现“三治”融合乡村治理体系研究

A Study of the Rural Governance System of the Integration of "Three Governance" in Bazhong Revolutionary Old Area

党的十九大提出了实施区域协调发展战略,加大力度支持革命老区加快发展。在乡村振兴战略的大力实施下,巴中革命老区乡村实现了跨越式的发展。但是,在实现乡村经济快速发展的同时,乡村治理体系建设长期滞后,从而影响了乡村社会发展质量,制约了乡村社会发展速度。如何创新乡村治理机制,发挥乡村治理对乡村发展的基础作用,是巴中革命老区乡村治理体系建设不可回避的话题,文章通过对巴中革命老区乡村治理面临的机遇和困境进行论证,从而研究和探索巴中革命老区构建“三治融合”乡村治理体系的路径。

The Nineteenth National Congress of the Communist Party of China put forward the strategy of regional coordinated development and strengthened support for the accelerated development of the old revolutionary base areas.With the vigorous implementation of the rural revitalization strategy,the rural areas in Bazhong Revolutionary Old Area have achieved great-leap-forward development.However,with the rapid development of rural economy,the construction of rural governance system has been lagging behind for a long time,which affects the quality of rural social development and restricts the speed of rural social development.Therefore,how to innovate the rural governance mechanism and give full play to the basic role of rural governance in rural development is an unavoidable topic in the construction of rural governance system in Bazhong Revolutionary Old Area.This paper discusses the opportunities and dilemmas of rural governance in Bazhong Revolutionary Old Area,and explores the path of constructing the rural governance system of integration of“three-governance”in Bazhong Revolutionary Old Area.
