油气田开发安全生产事故分析及对策建议

The Countermeasures for the Safety Production Accidents in the Explore of Oil and Gas Field

文章对近年来油气田开发发生的安全生产事故基本特征、风险防控策划特征、项目承包商管控特征进行分析,研究得出事故产生的原因主要是项目的风险防控策划、承包商管理、执行力方面暴露出的问题。对今后的安全风险防控提出加强高风险作业的风险防控策划、加强项目的工艺安全风险防控、强化承包商管理、强化领导力建设的对策建议。

In this paper,the basic characteristics,the prevention and control planningcharacteristics and the control characteristics of project contractors for the recentsafety production accidents are summarized.Research results showed that the causes of accidents are mainly due to the problems in the risk prevention and control planning,contractor management and execution.Thus,the countermeasures for the prevention and control of future safety risks are proposed,strengthen the risk prevention and control planning in high-risk operations,strengthen theprocess safety risk prevention and control,strengthen the contractor management,and strengthen the leadership development.
