“双一流”建设评价的发展性原则及其方法 被引量:10

摘要 无论是“双一流”建设工作项目的推进,还是第三方评价机构对于“双一流”建设高校与学科的评价,都离不开“双一流”建设的评价标准,而该标准制定的基础正是评价的原则。因此,有必要对“双一流”建设评价的原则开展研究。通过对现有评价标准和评价方法的现状与问题分析,发现评价的发展性原则正是解决“双一流”建设评价问题的重要原则与方法。文章在评价的发展性原则基础上,结合“双一流”建设的实际,提出了注重中国特色的评价指标体系构建、多方参与的评价方法、形成性评价与总结性评价相结合、注重大学内部质量文化建设等相关建议。 whether in the promotion of "double-first-class" construction projects or in the evaluation of "double first-class" construction universities and disciplines by third-party evaluation agencies, the evaluation criteria of "double first-class" construction is indispensable, and the basis for formulating the evaluation criteria is the principle of evaluation. Therefore, it is necessary to study the principle of "double first-class" construction evaluation. Through the analysis of the current situation and problems of evaluation criteria and methods, it is found that the developmental principle of evaluation is the important principle and method to solve the evaluation problem of "double first-class" construction. The developmental principle of "double first-class" construction evaluation includes specific evaluation methods such as value-added evaluation, benefit evaluation, performance evaluation, quantitative and qualitative evaluation. Finally, on the basis of the developmental principle of evaluation and the reality of "double-first-class" construction, some suggestions are put forward, such as the construction of evaluation index system with Chinese characteristics, the evaluation method of multi-participation, the combination of formative evaluation and summative evaluation, and the construction of quality culture within universities.
