随着美国在亚太地区的政策从“再平衡”向“印太战略”演变,美国对东南亚地区的战略关注和资源投入日趋增长。特别是在针对中国构设的围堵和高压态势中,部分东南亚国家因与中国存在主权争端,被美国视为可资借用的平衡力量。美国对东南亚采取了政治、经济、文化及军事等综合性政策,其中美国长期在东南亚地区开展的军事演习是美国保持军事前沿存在和促进与东南亚国家军事关系的重要方式。文章对美国在东南亚地区的联合军演进行梳理与分析,理清美国东南亚战略的内在逻辑和运行机理,并对其对未来中国周边安全影响的可能趋势进行分析。

The U.S. policy towards Asia-Pacific region is shifting from the Re-balance to an Indo-Pacific Strategy and thus a growing American strategic concern and investment in Southeast Asia. The U.S. regards some Southeast Asian countries, especially those who have sovereignty disputes with China, as a checking force that it can take advantage of. The U.S. is adopting a comprehensive policy, consisting of political, economic, cultural and military, toward Southeast Asia, among which, the long-standing joint military exercises carried out by the U.S. are essential for Washington to maintain its military forward presence and to strengthen its military relations with Southeast Asian countries. This article analyzes the joint military exercises of the United States in Southeast Asia, clarifies the internal logic and operational mechanism of the U.S. Southeast Asia strategy, and points out some possible impacts on China’s neighborhood security in the future.
