四川省天然气产供储销体系的完善策略

Improving the Natural Gas Production-Supply-Storage-Sale System in Sichuan Province

近年来,我国天然气市场呈现供销两旺态势,"气荒"现象时有发生。四川是我国天然气资源大省,一方面呈现出勘探开发成效显著、消费增长快速的特点,另一方面在产供储销体系建设上又存在着市场保供能力不足、储气设施建设严重滞后等短板。为了实现全省天然气行业持续健康高质量发展,需要从产能建设、供应体系、储气调峰、终端市场等方面对四川省天然气产供储销体系进行科学规划,不断完善四川省天然气产储供销体系,努力在四川省构建多气源供气体系、多元化供应体系、全省储气调峰体系,积极扩大天然气终端消费市场,最终实现四川省天然气产业上中下游协调发展,推动四川省天然气产业快速、健康、可持续发展。

In recent years,China’s natural gas market has seen an increase in both supply and demand and "gas shortage"phenomenon occurs from time to time.A province abundant in natural gas resources,Sichuan is characteristic of remarkable exploration and development results and rapid consumption growth,but on the other hand,its inadequate supply capacity and gas storage facilities construction cannot meet market demand.With reference to the domestic and international development status of natural gas industry,we made a comprehensive analysis of the impact of natural gas system reform and energy supply side reform on Sichuan natural gas industry,and major difficulties,challenges and opportunities in the development of natural gas reform and development in Sichuan Province.Based on the analysis,we conclude that to improve the natural gas production-supply-storage-sale system in Sichuan,a scientific planning is necessary to build the natural gas production capacity,multisource supply system,provincial level gas storage peaking adjustment system,and terminal market.We believe that such efforts will contribute to a coordination of the upstream,midstream and downstream of natural gas industry,and to the sustainable and high-quality development of the natural gas industry in Sichuan.
