从津市“绿色存折”制度看农村垃圾治理机制建构

Constructing Rural Garbage Control Mechanism from the "Green Passbook" System in Jin City

加快农村垃圾治理,是推进农村人居环境整治的重点工作之一。当前农村垃圾治理面临主体、技术和资金三重困境。湖南津市创新运用"绿色存折"制度,形成了政府主导、村民主体、企业参与的农村垃圾三维治理机制,并提出了强化参与机制、完善运营机制、创新融资机制的实施要点。

Accelerating the treatment of rural garbage is one of the key tasks in promoting the treatment of rural human settlements. At present, rural garbage management is facing a triple dilemma of subject, technology and capital. The innovative application of "green bankbook" system in Jin City of Hunan Province has formed a three-dimensional rural garbage management mechanism led by the government, with the participation of villagers and enterprises. The paper also put forward the implementation points of strengthening the participation mechanism, improving the operation mechanism and innovating the financing mechanism.
