水利工程评标综合评估法刍议

On comprehensive evaluation method of bid evaluation for water conservancy projects

目前我国水利工程招标投标中常用的评标办法是综合评估法,该方法将评标因素进行分值量化,评委通过量化的评分标准进行综合评价打分,并确定综合评分排序,可在一定程度上明确投标文件是否满足招标文件中规定的各项评价标准,具有一定的科学性,但在实施过程中也存在着一些弊端。本文结合新疆克州托帕水库大坝工程实际情况对综合评估法进行分析探讨,并提出建议,以期为类似工程评标提供借鉴。

Comprehensive evaluation method is a commonly used evaluation method in tendering and bidding of China water conservancy projects. The score quantitative assessment is implemented for evaluation factors in the method. Judges carry on the comprehensive evaluation score through quantitative scoring criteria, thereby determining the comprehensive score sorting, and making clear whether the tender documents meet all criteria specified in the tender documents to a certain extent or not. It is certainly scientific, but there are also some shortcomings in the implementation process. Actual situation of Tuopa reservoir dam project is combined for analyzing and discussing the comprehensive evaluation method in the paper, and suggestions are proposed to provide reference for similar project bid evaluation.
