摘要
本文理论分析集体经营性建设用地入市对城市土地市场中土地供应格局、供应规模、供应结构、供应价格的直接影响,以及通过土地税收政策、土地金融政策、法律制度改革等对城市土地市场的间接影响。以浙江省德清县为例,实证分析得出了入市制度改革会改变城市土地市场供应格局,优化土地供应结构;但长期来看对于土地总体供应规模并无显著影响;而供应价格方面需要结合时间因素综合考虑。最后,从推进相关土地制度改革,完善入市的批后监管制度,以及转变政府的土地市场角色三个方面提出集体经营性建设用地入市的相关政策性建议。
This paper theoretically analyses the direct influence of collective management construction land entering the market on the land supply pattern,supply scale,supply structure and supply price of urban land market,and indirectly influences the urban land market through land tax policy,land financial policy and land legal system. Taking Deqing County of Zhejiang Province as an example,this paper demonstrates the above theoretical part. Empirical analysis shows that the reform of market entry system will change the supply pattern of urban land market and optimize the structure of land supply;but in the long run,it has no significant impact on the scale of overall land supply;and the supply price needs to be considered in combination with time factors. Finally,the paper puts forward relevant policy suggestions from three aspects:promoting the reform of relevant land system,improving the post-approval supervision system of entering the market,and changing the role of the government in the land market.
