乡村振兴视角下茶产业人才发展策略研究

Talent Development Strategies of Tea Industry under the Perspective of Rural Revitalization

党的十九大报告提出乡村振兴战略部署中国"三农"工作,其中乡村人才振兴,是乡村五个"振兴"之一。茶产业的转型升级面临人才发展的诸多问题,包括茶产业链上游人力供给不足、中下游人才匮乏、专业化茶人才培养体制不完善、技能培训体系有待优化等。结合乡村人才振兴的战略要求,提出了加大政策支持力度、培养茶业经营主体创新创业能力、构建产学研协同育人体系、畅通茶业人才下乡渠道、强化茶产业干部人才建设等促进茶产业人才发展的对策。

The report of the 19 th National Congress of the Communist Party of China(CPC) put forward rural revitalization strategy to deploy agriculture, rural areas and farmers, in which the revitalization of rural talents is one of the five "revitalization" of rural areas. The transformation and upgrading of tea industry is faced with many problems of talent development, including the shortage of manpower supply in the upper reaches of tea industry chain, the shortage of talents in middle and lower reaches, the imperfect training system of specialized tea talents, and the need to optimize the skills training system. Combined with the strategic requirements of the revitalization of rural talents, some countermeasures to promote the development of tea industry talents were put forward, such as strengthening policy support, cultivating the innovative and entrepreneurial ability of tea industry management subjects, constructing the coordinated education system of industry, university and research, unblocking the channels for tea industry talents to go to the countryside,strengthening the construction of tea industry cadres and talents, and so on.
