摘要
随着我国人口红利转型期的到来,传统的人口红利日渐式微,亟须开发新型人口红利。以“人才红利”、“教育红利”代替“人口红利”是供给侧结构性改革的主要推动力。在剖析新旧人口红利基础上,探讨终身教育与人口红利的逻辑关系,分析人口红利转型期终身教育发展的战略机遇,从加快专项立法、设立高规格的专门管理机构、构建多元认证体系、构筑多方参与机制等方面提出发展终身教育的对策与建议。
With the arrival of the transition period of demogaphic dividend in China,the traditional demogaphic dividend is de-clining gradually.Therefore,it is utgent to develop a new type of demnographic dividend.Replacing demogaphic dividend with talent dividend and education dividend is the main driving force of supply-side structural reform.Based on analyzing the old and new dem0-gaphic dividends,this paper discusses the logical relationship between lifelong education and demogaphic dividend,analyzes the stra-tegic opportunities for the development of lifelong education in the transition period of demographic dividend,and puts forward counter-measures and suggestions on the development of lifelong education from the aspects of speeding up special legislation,setting up high-standard specialized management institutions,building a multi-certification system and constructing a multi-participation mechanism.
