抽水蓄能电站工程造价控制管理

摘要 抽水蓄能电站有别于常规水电站,往往将建设站址设在城镇附近,对施工期及运行期的环保、水保要求相对较高。抽水蓄能电站同样具有常规电站的建设周期长、建设规模大、不确定因素多、风险管控难等特点。论文从抽水蓄能电站对环保、水保措施要求高;工程建设中枢纽工程复杂程度高;工程建设过程烦琐、多变;工程施工队伍素质水平参差不齐;移民征地费用受政策影响大五个方面的问题对工程造价的影响因素进行分析,探索从调研、设计、招标、施工这四个关键阶段进行造价控制。 The pumped-storage power station is different from the conventional hydropower station.It is often located near the town,which has relatively high requirements for environmental protection and water conservation during the construction and operation period.The pumped-storage power station also has the characteristics of the long construction period,large construction scale,many uncertain factors and difficult risk management and control of conventional power station.This paper analyzes the influencing factors of engineering cost from five problems:high requirements of pumped-storage power station for environmental protection and water conservation measures;high complexity of pivotal engineering in engineering construction;complicated and changeable process of engineering construction;uneven quality level of engineering construction team;policy influence on resettlement land acquisition cost,and explores the four key points of research,design,bidding and engineering cost control is carried out in the stage.
