城镇流动人口服务管理创新——以浙江省湖州市织里镇为例

Innovation of Urban Floating Population Service Management: A Case Analysis

人口流动是城镇化不可避免的现象,它直接影响到经济发展与和谐社会的构建。环太湖区域的浙江省湖州市织里镇为研究城镇化流动人口管理与服务机制提供了一个典型样本。本研究运用社会融合理论分析了织里镇流动人口管理与服务中面临的困境,如流动人口传统管制理念较浓、经济融合水平较低、社会关系、政治融合程度不高等。流动人口管理困境在中国城镇化进程中具有一定的代表性,鉴于此,地方政府可以借鉴社会融合理论,结合本地经济社会发展实际情况,转变治理理念、创新治理方式,实现流动人口服务管理创新。

The population movement is an inevitable objective phenomenon of urbanization,and it will directly affect the economic development and social harmony.The floating population management and service in Zhili town of Huzhou city in Zhejiang Province in the Taihu sea area is a typical research sample.This study uses social integration theory to analyze the difficulties of the floating population management and services in Zhili town.These difficulties include the floating population management concept and service concept,the low level of economic integration,social integration,political integration,etc.The floating population management predicament is typical in the process of urbanization in China.And the local government can learn from the theory of social integration to change governance concepts and innovate the governance according to the actual situation of the local economic and social development,so as to achieve the innovation of the service management about the floating population.
