新时代下高校专利管理工作创新探讨

Discussion on the Innovation of Patent Management in Colleges and Universities under the New Era

本文从目前高校专利管理机构的配备、缺少专业的专利管理队伍和人才、缺乏专利管理制度和专利激励机制、专利申请数量泛滥成果转化率低、缺乏专利保护意识及知识产权流失严重等方面分析了高校专利管理工作现状。提出了要从改变传统观念,增强专利意识、改进高校专利工作管理模式,提升专利管理人员素质、创建科学的专利管理制度、完善专利激励机制、创新高校教师职务发明专利权共享机制、加强国际专利申请等方面创新高校专利管理工作思路与措施。

This paper analyzes the present situation of patent management in colleges and universities based on the unreasonable institution of patent administration in colleges and universities,lacking of professional management team and talent,imperfection of patent management system and patent incentive mechanism,overflow patent applications,low achievement conversion rate,lacking of awareness of patent protection and serious loss of intellectual property rights.We put forward the ideas and measures to innovate the patent management in colleges and universities including the following aspects,such as updating the traditional concept,enhancing the patent consciousness,optimizing the management mode of the patent work,improving patent quality of management personnel,establishing a scientific and comprehensive patent management system,perfecting the patent incentive mechanism,innovating the mechanism of sharing the invention patent of university teachers and strengthening the international patent application.
