摘要 高不确定性建设工程项目通常具有"现场数据"不确定性大的特点,因而采用DB/EPC总承包模式时不能照搬其他行业或标准化工程总承包合同条件的做法,而应对其交易模式进行针对性的创新设计,寻求与高不确定性工程项目特征相匹配的合同计价方式,以合理分配项目风险。在分析高不确定性工程DB/EPC项目特殊性的基础上,从经典的合同计价方式出发,构建了高不确定性工程DB/EPC项目合同计价方式的3种可行方案,包括基于目标成本合同的计价模型、固定价格加激励费用的合同计价模型和基于单价的激励合同计价模型,并分别讨论了不同合同计价方式下相关参数的设定,以合理分配风险。最后,以广东省某水库除险加固工程为例分析说明了实践中具体合同计价方式的选择与设计。 High-uncertainty construction projects usually have the characteristics of high-uncertainty on-site data, therefore, it is unreasonable to directly imitate other industries or standardized DB/EPC contracts in high-uncertainty DB/EPC projects. Instead, the trading mode should be innovated and designed to seek a contract pricing method that matches the characteristics of a high-uncertainty construction project. Based on the analysis of the particularity of high-uncertainty DB/EPC project, starting from the classic contract pricing method, three feasible schemes of contract pricing for high-uncertainty DB/EPC project are constructed, including pricing models based on target cost contract, fixed price plus incentive fee contract, and unit price contract, and the setting of relevant parameters in different contract pricing modes is discussed respectively. Finally, a case of a reservoir reinforcement project in Guangdong Province is given to illustrate the selection and design of specific contract pricing method in construction practice.
