摘要
战后日本社会的农村振兴道路,在1970年后发生了一场重大的转型,从原先集中向农村地区引进工业,转向依托农村自身的资源,走农工商并举的内发道路,这就是"一村一品"运动在日本农村的兴起和普及过程。进入新世纪以来,我国农村也开始面临转型,从大力发展农村工业走向提倡日本式的"一村一品"运动。本文为受我国农业部委托,对日本式农村"一村一品"运动全过程进行理论定位的研究咨询报告的部分内容。日本农村的"一村一品"运动既继承了战前和战后农村产业化发展的逻辑,也适应了产业化升级换代的需要,是新型农村工业化形式的一种创造。2000年以后更是升华成了"农业六次产业化"的发展。日本的这一农村振兴道路有许多值得我们学习的地方。
The road of rural revitalization has a significant transformation from introduction of industrial to rural areas,to rely on its own resources to develop integrated industry in Postwar Japan.This was just the rise of "One Product Each Village" movement after 1970.Since the beginning of the new century,China’s rural areas have also begun to face the same transformation,from vigorously developing rural industry to advocating Japan-style "One Product Each Village" movement.This article is part of a research and consultation report commissioned by the Ministry of Agriculture to theoretically position the entire process of the Japanese-style rural " One Product Each Village " campaign.We find out that Japan’s rural "One Product Each Village" movement both inherited the logic of rural industrialization of prewar and postwar,and adapt to the needs of the industrial upgrading,is one of the creation forms of the new type of rural industrialization.Since 2000,it has been sublimated into the development of "Six Industrialization of Agriculture".There is much to learn from Japan’s rural revitalization.
