军地联合自然灾害医学救援体系智能化建设 被引量:5

摘要 目的:探讨如何借助先进技术,构建以精准指挥为目标、以形势预判和辅助决策为主要价值输出的新型军地联合智能化应急救援体系。方法:以我院应急医疗队执行历次医疗救援任务为素材背景,以信息化为核心手段工具、以数据互联互通为基本原则,从中发现问题,剖析原因,分析利弊,重构体系架构。结果:应急医学救援突发性强,如何在有限的时间和陌生的空间里实现救援组织分工明确、职责明晰,确保在最短的时间内,对医疗资源进行合理调度和定向投送,是急需借助先进技术、硬件和管理体系解决的问题。结论:军队具有组织严密机动性强和装备精等优势,地方则拥有大量人力物力和丰富的资源,军地联合条件下的应急医学救援既是符合我国国情的优势互补模式,更是伴随着移动互联等信息技术飞速发展的必然产物。 Objective:To explore how to build a new type of military-civilian joint intelligent emergency rescue system with the aim of precision command as the target,prejudging the situation and assisting decision-making as the main value output.Methods:The emergency medical team of our hospital performed the medical rescue missions as the background.The information technology was the core tool and the data interconnection was the basic principle.The problems were found,the causes were analyzed,the advantages and disadvantages were analyzed,and the system architecture was reconstructed.Results:Emergency medical rescue is sudden and strong.How to realize the clear division of labor and clear responsibilities of rescue organizations in a limited time and unfamiliar space,and ensure that the medical resources are reasonably dispatched and directed in the fastest time.Problems solved with advanced technology,hardware and management systems.Conclusion:The military has the advantages of strict organization and strong equipment,and the local area has a lot of manpower,material resources and abundant resources.The emergency medical rescue under the joint conditions of military and land is not only a complementary mode of complementing China′s national conditions,but also accompanied by mobile interconnection.The inevitable outcome of the rapid development of information technology.
