再论新加坡城市治理的特色与中国借鉴

On the characteristics of Singapore’s urban governance and China’s reference

经过改革开放四十年的发展,中国城市化水平不断提高,同时也面临一系列城市治理难题。新加坡是全球著名的“花园城市”,其城市治理主体多元化,治理方式法治化、社会化、信息化,在城市规划、社区治理、环境治理、食品安全治理、住房制度等方面形成了鲜明的特色。以新加坡城市治理的特色为借鉴,中国城市治理需要更新理念,以服务型政府建设推进城市治理信息化、法治化、社会化,重视公众参与,重视城市规划、环境治理、社区建设,关注公共住房制度改革。

After 40 years reforming and opening up,Chinese urbanization level is constantly improving,but still facing a series of urban governance problems.Singapore is a world-renowned“garden city”with diverse urban governance subjects and law-based,socialized and information-based governance.It has formed distinct characteristics in urban planning,community governance,environmental governance,food safety governance,housing system and so on.Taking Singapore’s characteristics of urban governance as reference,China’s urban governance needs to update its concept,promote the informationization,the rule of law and the socialization of urban governance by building a serviceoriented government,attach importance to public participation,urban planning,environmental governance and community construction,and pay attention to the reform of the public housing system.
