安全信息思维下的PAR事故致因模型构建及其实证

Constructand Empirical Study of PAR Accident-causing Model Based on Safety & Security Information Thinking

[目的/意义]安全信息是安全管理的重要支撑点。构造安全信息思维下的事故致因新模型,对修正传统事故致因理论、认识事故本质,以及事故防控意义重大。[方法/过程]首先,以哲学、信息学和行为科学知识为理论基础,构造PAR(Perceive-Analyze-Reply)行为链,提出PAR事故致因理论。其次,构建PAR事故致因模型并诠释其内涵。最后,选择“8·12天津滨海新区爆炸事故”为例,对PAR事故致因模型进行实证分析。[结果/结论]研究表明,基于安全信息思维构建的事故致因模型更具科学性和实践性。PAR事故致因模型,可为事故防控和分析提供有效的理论依据,可为智慧安全管理提供新思路和现实模型。

[Purpose/Significance]Safety&security-related information(SI)is an important support for safety&security management.Obviously,it is of great theoretical and practical significance to build an accident-causing model under the guidance of safety&security-related information thinking,for correcting the traditional accident-causing theory,recognizing the essence of the accident,as well as for accident preventing and controlling.[Method/Process]First of all,this paper develops a new action chain named PAR(Perceive-Analyze-Reply),and proposes a new accident-causing theory named PAR based on the knowledge of philosophy,information science and behavioral science.Secondly,this paper constructs and interprets a new accident-causing model named PAR.Finally,it selects the"8·12 explosion accident in Tianjin Binhai New Area"as the case for empirical analysis of PAR model.[Result/Conclusion]The results of this study show that the accident-causing model is more scientific and practical under the guidance of safety&security-related information thinking.The PAR accident-causing model can provide effective theoretical reference for accident prevention and analysis,advance a new idea and a practical model for smart safety&security management.
