论实施乡村振兴战略的历史必然性

On the Hisorical Inevitability of Implementing the Strategy of Rural Revitalization

建国之初的"以农补工"奠定了农业第一的基础性位置,不同历史阶段的农业政策调整体现了党中央对农业的一贯重视。十一届三中全会确定的"工业反哺农业"开启了"多予少取"的三农政策,促进了三农问题的逐步解决。工业化和城镇化的实施开启了城乡一体化发展新纪元。新农村建设和美丽乡村建设促使乡村振兴战略的诞生。乡村振兴战略不仅关系到两个一百年目标的实现,也关系到诸如贵州省等西部地区同步小康的顺利实现。在人类命运共同体框架下实施乡村振兴战略,是我国经济和社会发展的历史必然,也是新时代经济改革之路的必然选择。

The principle of"agriculture nurtures industry"has strengthened the importance of the agriculture at the beginning of the founding of the people’s Republic of China.The adjustment of agricultural policy at different historical stages reflects the consistent importance attached by the Party Central Committee to agriculture.The policy on industry nurturing agriculture at Third Plenary Session of the 11 th CPC Central Committee has helped to bring about the beginning of"giving more but taking less",and promoted problem-solving about Three Rural Problem.The implementation of industrialization and urbanization has opened a new era of urban-rural integration.New Rural Construction and Beautiful Rural Construction promote the birth of rural revitalization strategy.The Rural Revitalization Strategy is not only related to the realization of two Hundred-Year Goals,but also to the realization of the Better-off Society in western areas such as Guizhou.The implementing of rural revitalization strategy under the framework of the Community of Shared Future for Mankind is the historical necessity of China’s economic and social development and the inevitable choice of economic reform in the future.
