摘要
"放管服"改革是政府一场刀刃向内的自我革命,推行中涉及多部门的权责调整。当前改革过程中,由于缺乏整体性的思考,出现了诸如权责下放不到位、下方不合理,衔接不畅以及能力不足问题。整体性治理理论是解决政府管理"碎片化",构建跨部门合作的创新理论,通过运用整体性治理理论解决"放管服"改革深化的问题,从框架搭建、权责划分以及平台建设角度阐述深化改革的路径。
The reform to delegate power,streamline administration and optimize government services is a selfrevolution for the government,which involves the adjustment of power and responsibility in many departments.There are some problems during the reform,such as inadequate devolution of power and responsibility,unreasonable underneath,poor cohesion and inadequate capacity.The holistic governance theory is an innovative theory to solve the"fragmentation"in government management and help to build cross-department cooperation framework.This paper uses the holistic governance theory to solve the problem of deepening the reform to delegate power,streamline administration and optimize government services,and elaborates the path of deepening the reform from the perspective of framework construction,power and responsibility division and platform construction.
