摘要
海峡两岸城市共享单车都经历了引入、发展、低潮和规范管理的过程,是时候反思其发展和治理了。梳理两岸城市共享单车的发展历程和治理措施,并进行比较研究,发现:在共享单车发展上,两岸在发展模式、投诉热点、停放引导等方面有相似之处,而在代步习惯、运营模式、支付习惯等方面存在明显差异;在治理措施上,两岸在规制形成、规制特征、规制重心等方面有相似之处,但在政策涵盖、规制对象、规制内容等方面存在差异。总结研究发现,提出研究启示,以期对共享单车的合理发展及规制政策的完善有所裨益。
Shared bicycles in cities across the Taiwan Strait have gone through the process of introduction,development and depression.It is time to reflect on their development and governance.A comparative study of the development process and governance measures of shared bicycles in cities across the Taiwan Strait reveals that there are similarities in their development model,complaint hotspots and parking guidance,and there are obvious differences in travel habits of citizens,operation mode and payment habit.In terms of governance measures,there are similarities in the formation of regulatory policies,regulatory characteristics and regulatory focus between the two sides,but there are differences in policy coverage,regulatory objects and regulatory content.The paper summarizes the findings and puts forward some enlightenment in order to benefit the rational development of shared bicycle and the improvement of regulation policy.
