国家安全观视域下的广西北部湾边海防管控

On Border and Coastal Defense Control in Guangxi Beibu Gulf:A Perspective of National Security Concept

广西北部湾边海防管控,事关地区的稳定和经济发展。其“五位一体”的合力治边机制、“人防、物防、技防”建设及中越双边安全领域的合作,保障了边境地区的稳定。但仍然存在警力不足、空间管控难度大、管控措施相对滞后等问题。针对边海防地区的反恐、跨境毒品、走私、“三非人员”管控等问题,应以国家总体安全观为指引,依法治边,落实主体责任,依法打击边境违法犯罪活动,创新管控模式,为广西北部湾经济发展保驾护航。

Border and coastal defense control in Guangxi Beibu Gulf is concerned with regional stability and economic development.The five-in-one mechanism for joint management of the border,construction of man-based protection,substance-based protection and technology-based protection,together with China-Vietnam bilateral security cooperation guarantee stability in the border areas.However,there still exist inadequate police force,intense difficulty in space control and hysteresis in control measures.Based on anti-terrorism border and coastal areas,cross-border drugs and smuggling,management of illegal immigrants,illegal residents and illegal employees,efforts need to be made to take up law-based management and control of the border and coastal areas and innovate management and control models with a view to providing security and protection for Guangxi Beibu Gulf economic development.
