大变局视野下的国际警务合作

International Police Service Cooperation: A Perspective of the Turbulent World Situation

大变局体现在国际舞台的中心转换、国家实力的对比变化及国际秩序的革故鼎新。国际警务合作,拓宽了执法安全合作领域、提升了中国在国际警务合作中的话语权和境外行动能力。但因逆全球化趋势、国际关系的不确定性、难民问题、警务合作人才培养体系不完善等使得国际警务合作出现了困难。应该加强国际警务沟通,增进认同感,加快国家移民管理局改革,构建完备的警务人才培养体系,提升中国外派人才的质量,为世界和平做贡献。

The turbulent world situation represents a reflection on the center conversion of international stage,the changes in comparison of national strength as well as reform and innovation of international order.International police service cooperation contributes to expansion of the cooperation field in law enforcement and security,improvement of China's discourse power and overseas operation capacity.However,difficulties arise as a result of anti-globalization trend,indefinite international relations,refugee issues and defective talents cultivation system for police service cooperation.Therefore,efforts need to be made to strengthen international police communication,increase sense of identity,accelerate reform of the National Immigration Administration,construct a complete police talents cultivation system and improve the quality of Chinese expatriates with a view to contributing to the world peace.
