摘要
政策工具是政府达成政策目标的重要手段。以昆山市的人才引进政策为例,基于政策工具视角对昆山市的人才政策进行分析。昆山市人才政策在政策工具的使用、政策工具使用的客观环境以及政府的战略规划三者基本协调,但仍处于发展阶段,在吸引人才、留住人才和用好人才等方面还存在需要改善的地方,建议根据城市的优势,在人才引进过程中合理使用政策工具。
Policy instruments are the means by which governments can achieve policy goals. Taking the talent introduction policy of Kunshan City as an example, the talent policy of Kunshan City was analyzed based on the perspective of policy tools. The talent policy of Kunshan City is basically coordinated by the use of policy tools, the objective environment for the use of policy tools, and the strategic planning of the government, but it is still in the development stage. There is still room for improvement in attracting talents, retaining talents and using talents. Locally, it is recommended to use policy tools rationally in the process of talent introduction according to the advantages of the city.
