李廷安认为乡村卫生问题是社会经济问题,乡村卫生关系到近代中国农村经济复兴;办理乡村卫生,必须采取公医制度,应该建立卫生行政系统;选择易于预防的传染病“,往往用力少而功效著”;医疗工作为手段,乡村卫生与农业推广为目的;由于聘请费用昂贵,农村经费不足,因而提出“中国乡间卫生事业能不用医生护士,则不用”的观点。

Li Ting an thought that rural health was a social and economic problem,rural health was related to the revival of rural economy in modern China;Practicing rural public health,public medical system must be adopted,health administrative system should be established;It was“often getting twice the result with half the effort”that choosing infectious diseases that are easy to prevent;M edical work was carried out for the purpose of rural health and agricultural promotion;B ecause of the high cost of hiring and the lack of funds in rural areas,the idea that“C hinese rural public health undertakings can not be solely dependent on doctors and nurses”was made.
